TOWN OF WESTON BOARD MINUTES
April 20, 2010
1. PLEDGE OF ALLEGIANCE/CALL TO ORDER:
Chairman Milton Olson called the April 20, 2010 Town of Weston Board meeting to order at 6:30 pm. The Pledge of Allegiance was recited. Supervisors present: Arnie Baumann, Robert Wesenick, Tom Salzman, and Walter John Chilsen. Also present were Clerk/Treasurer Joan Erdman, EMPD Police Chief Wally Sparks, Mark Thompson, and D.J. Freeman.
2. MINUTES OF PREVIOUS TOWN MEETINGS
Town Board Meeting – March 16, 2010: Chilsen/Baumann M/S to approve the minutes of the March 16, 2010 Town of Weston Board meeting. Q/C.
3. UNFINISHED BUSINESS: None
4. VISITORS: None
5. POLICE REPORT (Chief Sparks): Chief Sparks distributed the EMPD report for March to the Board members. The Department will be holding a bike rodeo on Sunday, May 8. There has been an increase in underage drinking at D.C. Everest. They are working on establishing a point system ordinance. The 2nd week in May is Law Enforcement Week. The Police Commission met and approved promoting Sergeant Schultz to Captain, replacing Captain Sleeter who is retiring. Supervisor Baumann questioned whether the Department is looking at a ban on cell phone usage while driving. A state-wide ordinance is currently in the works, which would be preferable to a local ordinance.
6. FIRE REPORT: The statistical report for March was distributed and will be included with the official minutes.
7. NEW BUSINESS
a. Vouchers 3645-3663: Wesenick/Chilsen M/S to approve vouchers 3645-3663. Q/C.
b. Acknowledgement of Resolution VW-06-10, Everest Metro Police Department Staffing Increase Responsibility: Discussion was held on the resolution proposed by the Village of Weston. Concerns were expressed that the resolution should have more details on how the Village will pick up the cost of any additional officers hired in the next three years. Suggestion was also made to change the last resolve to say that if there is a substantial drop in revenue, the Town could opt out. Chairman Olson will take these comments and pass them on to the finance committee meeting on Thursday. Chilsen/Baumann M/S to table the resolution until Chairman Olson has the opportunity for further discussion with the finance committee. Q/C
c. Wausau City Square Fundraising Request (D.J. Freeman): D.J. Freeman presented a request for a contribution to the Wausau City Square fundraising campaign. Chilsen/Salzman M/S to buy a fundraising brick for $500 (8” x 8”). 3 votes in favor/1 against. Motion carried.
d. Subdivision Ordinance: The Town began work on a subdivision ordinance in 2001, however it was never finalized. The Planning Commission will meet next month and use the Village of Weston’s subdivision ordinance as a guide in formulating a subdivision ordinance for the Town. Chilsen/Wesenick M/S to refer the Village of Weston’s subdivision ordinance to our Planning Commission for recommendations and then back to the Board for approval of a Town subdivision ordinance. Q/C
8. COMMITTEE REPORTS
a. Public Works (Arnie Baumann): Supervisor Baumann updated the Board on Skrzypchak Lane. WPS has replaced and shortened the guy wires. The culvert on Skrzypchak Lane will need to be replaced. The new blacktopping on Clearview/Skrzypchak Lane is heaving in areas. Olson will talk with Mark Thompson regarding this issue. Baumann will talk with Fahrner about what Town roads need crack sealing.
b. Public Safety (Robert Wesenick): Supervisor Wesenick reported that the controlling device on the Fust Lane siren is not activating the siren. Wesenick will talk with Scott Tatro regarding this issue. If the cost is under $200, it can be fixed.
c. Parks Committee (Walter John Chilsen): No report
9. CLERK’S REPORT:
Oath of Office was given to re-elected supervisors Robert Wesenick and Tom Salzman. The Annual meeting will be held on April 27th at 7:00 pm.
10. SUPERVISOR REPORTS
a. Baumann: Supervisor Baumann reported that he and Supervisor Wesenick will attend Board of Review training on April 27th.
b. Wesenick: No report
c. Chilsen: No report
d. Salzman: No report
11. CHAIRMAN’S REPORT: The Eastern Towns’ Association Meeting will be held Thursday, April 22nd, in the Town of Norrie. A request was received for a $50 contribution for expenses for the annual Joint Towns meeting to be held on July 29, 2010. We will send a $30 contribution. An upcoming Towns’ Association meeting on ground water pollution will be held in Fond du Lac. Chairman Olson will attend a hazardous waste meeting on Tuesday, April 27, with Diane Wessil from the County and the Sheriff’s Dept. regarding developing a County ordinance. The Towns’ Association is encouraging Town Board members to call in support of AB260.
