TOWN OF WESTON BOARD MINUTES
April 21, 2009
1. PLEDGE OF ALLEGIANCE/CALL TO ORDER:
Chairman Olson called the meeting to order at 6:35 pm. The Pledge of Allegiance was recited. Supervisors present: Arnie Baumann, Walter John Chilsen, Tom Salzman, Robert Wesenick. Also present were Clerk/Treasurer Joan Erdman and Ed Klein of the Everest Fire Dept. and 5 visitors.
2. MINUTES OF PREVIOUS TOWN MEETINGS:
Town Board Meeting – March 17, 2009: Baumann/Salzman M/S to approve the minutes of the March 17, 2009 Town Board Meeting. Q/C

5. POLICE REPORT: No report.
6. FIRE REPORT: Ed Klein of the Weston Fire Dept. reported that there were two fires in the Town within the last couple of weeks, one on Highway N and another near the corner of Highways J & N. The statistical report for March was distributed. A copy of the statistical report will be included in the minute book.
7. NEW BUSINESS:
a. Vouchers 3381-3398: Chilsen/Wesenick M/S to approve vouchers 3381-3398. Q/C.
b. RC Pavers Site Plan on Grossman Drive:
Randy & Rick Christiansen presented the proposed site plan for the RC Pavers asphalt plant on Grossman Drive. The plans have been submitted to the DNR. The proposed plan will go to the Planning Commission on May 5 at 7:00 pm. The Town Board will meet after the Planning Commission meeting on May 5 at 7:30 pm to take action on the Planning Commission’s recommendation. RC Pavers was asked to address the issues of erosion control, noise control, and provide a list of permits they have applied for at the Planning Commission meeting.
c. Resolution 09-01, Designation of Town Depository: Resolution designates River Valley Bank as a depository for the purpose of establishing a Money Market account. Salzman/Wesenick M/S to approve Resolution 09-01 Designation of Town Depository. Q/C.
d. Resolution 09-02, Weston Sesquicentennial: Chilsen/Salzman M/S to approve Resolution 09-02, Weston Sesquicentennial, pending Chairman Olson’s final review. Q/C
e. Weston Sesquicentennial/WestonFest Activities. Rita Kasten reported on the various activities planned for WestonFest. A request was also made for Committee members. Rita distributed a list of volunteers and a timeline for a historical display to be held in conjunction with WestonFest. A car show is also planned for the 26th. Sponsors are also being sought to provide funding for Sesquicentennial mementos. Chilsen/Wesenick M/S to allot up to $500 out of the chairman’s expense budget to be used for WestonFest expenses, with the understanding that if other needs present themselves, Rita can come to future meetings to ask for additional funds. Q/C.
f. Review of Municipal Code Sec. 10.108. Number of dogs and cats limited. Chairman Olson will talk with Jennifer Higgins regarding the Village of Weston’s dog & cat ordinance.
g. Oath of Office: Oaths of Office were administered to Chairman Olson, Supervisors Baumann & Chilsen, and Clerk/Treasurer Erdman.
8. COMMITTEE REPORTS
a. Public Works: Supervisor Baumann reported that he received a request from Dan Jackson on Skyline Lane to eliminate the culvert and agree to a horseshoe driveway. Scott Tatro will get a fire sign to the Eckert home on Clearview Lane. Supervisor Baumann reported on the roadwork on Skrzypchak Lane and upcoming road projects which include the aprons on Gusman and Gavitt and seal coating on Riverview Lane.
b. Public Safety: Supervisor Wesenick reported that the new police chief will be sworn in at 4:15 on Monday, April 27.
c. Parks Committee: No report
9. CLERK’S REPORT: The Open Book date has been scheduled for May 26 from 4-6:00 pm. The Board of Review will be held from 6-8:00 pm on May 26. A resident on Townline Road has requested the Town to fix her fire number sign. Tom Salzman will check into this. The Eastern Town’s Association meeting will be held on Thursday, April 23, at 7:30 pm in Elderon.
10. SUPERVISOR’S REPORTS
a. Baumann: Supervisor Baumann reported that he has received a form from the County to submit with upcoming road work.
b. Wesenick: No report.
c. Chilsen: Supervisor Chilsen thanked Rita Kasten for the work she is doing on the Sesquicentennial celebration.
d. Salzman: No further report.
11. CHAIRMAN’S REPORT: Chairman Olson reported on upcoming dates—the swearing in of the new police chief on April 27th, the Annual Meeting on April 28th, Planning Commission Meeting/Special Town Board Meeting on May 5th, ETZ Committee meeting on May 11th at 5:30, and the Open Book/Board of Review on May 26th.
