TOWN OF WESTON BOARD MINUTES
March 17, 2009
1. PLEDGE OF ALLEGIANCE/CALL TO ORDER: Supervisor Walter John Chilsen called the meeting to order at 6:39 pm. The Pledge of Allegiance was recited. Attendance: Supervisors present were: Arnie Baumann, Walter John Chilsen, Tom Salzman, Robert Wesenick. Also present were Clerk/Treasurer Joan Erdman, Chief Steve Meilahn, Mark Thompson, and Dean Zuleger. Absent: Milt Olson.
2. MINUTES OF PREVIOUS TOWN MEETING
Town Board Meeting – February 17, 2009: Wesenick/Salzman M/S to approve the minutes of the February 17, 2009 Board Meeting. Q/C

5. POLICE REPORT: Mark Thompson reported that 26 applications had been received for the EMPD Police Chief. Four of those applicants were in-house. Eight candidates were interviewed. Thompson reported on the three final candidates. The Police Commission will meet on Thursday to reach a consensus on one candidate. The final candidate will be brought in to meet government officials. The hiring of a new chief for the EMPD should be completed by mid-April.
6. FIRE REPORT: Chief Meilahn presented the statistical report for February, as well as the year-to-date calls. A copy of the statistical report will be included in the minute book. An application will be made for the FEMA Assistance to Fire Fighters Grant, along with Wausau, Rib Mountain, and Schofield, to obtain a regional grant. The grant would be used to possibly purchase new gear for fire fighters. Total cost of gear per person is $2,700.
7. NEW BUSINESS
a. Vouchers 3350-3380: Wesenick/Salzman M/S to approve vouchers 3350-3380. Q/C
b. Review of Municipal Code Sec. 10.108. Number of dogs and cats limited. Discussion was held on the need to amend our current ordinance. Supervisor Wesenick will check with the police department to see if there have been any complaints. Supervisors were advised to consider options for exemptions, kennel license, fancier license, zoning areas, etc.
c. Resolution 09-01 Designation of Town Depositories. Questions were raised on some of the provisions of the Resolution. Clerk/Treasurer Erdman will check with River Valley Bank on these provisions. The Resolution will be tabled until the next meeting.
d. Resolution 09-02, Weston Sesquicentennial: Supervisors Salzman and Chilsen met with Renee Hodell and Dean Zuleger from the Village to go over plans for Weston’s Sesquicentennial to be held in conjunction with Weston Fest. Dean Zuleger went over events that the Village has proposed for Weston Fest. Events will be centered on the theme of healthy Weston. These proposed events include a family bazaar and carnival, fun run, family relay, healthy cooking contest, farmer’s market, polka fest, a pancake breakfast to be held at the Fire Dept., along with a smoke house and Spirit helicopter, cloggers, hip hop fitness, yoga, aerobics, skate board competition, a youth battle of the bands sponsored by D.A.R.E. and a 50/50 raffle at every event, with proceeds to go to the Women’s Community. Many volunteers will be needed to help with these events. The oral history book project is 2/3s completed. A copy of the book will be given to each person interviewed. A book dedication will be held upon completion. Dean Zuleger distributed copies of a proposed joint Town and Village Resolution for Weston’s Sesquicentennial, celebrating 150 years of community. Supervisor Salzman noted that the Resolution should include the original area that the Town encompassed. He will check on the number of square miles and bring the information to the next meeting with Renee Hodell. Salzman/Wesenick M/S to table the resolution until the next meeting. Q/C.
8. COMMITTEE REPORTS
a. Public Works: Supervisor Baumann reported that he spoke with Fahrner’s regarding road projects. Our road projects do not qualify for stimulus funds.
b. Public Safety: Supervisor Wesenick reported that the next meeting will be held on Thursday. He will check with Jennifer Higgins of the Village regarding their original dog ordinance.
c. Parks Committee:
9. CLERK’S REPORT: Clerk/Treasurer Erdman will check with Greg Schmidt on holding our Board of Review on Tuesday, May 12. The Town’s website has been updated with information on our zoning codes, agendas, minutes, contact information for Town Board members, as well as photos from the Town.
10. SUPERVISOR’S REPORTS
a. Baumann: No report
b. Wesenick: No report
c. Chilsen: Concerns had been expressed by Village residents regarding blasting taking place at Christiansen’s pit. Jennifer Higgins had contacted them and a permit had been obtained from the Fire Department. Christiansen’s will notify the Village before they blast in the future.
d. Salzman No report
