TOWN OF WESTON BOARD MINUTES
May 18, 2010
1. PLEDGE OF ALLEGIANCE/CALL TO ORDER:
Chairman Milton Olson called the May 18, 2010 Town of Weston Board meeting to order at 6:31 pm. The Pledge of Allegiance was recited. Supervisors present: Arnie Baumann, Walter John Chilsen, and Robert Wesenick. Supervisor Thomas Salzman was absent (excused). Also present were Clerk/Treasurer Joan Erdman, EMPD Police Chief Wally Sparks, and Steve Meilahn and Kris Grod of the Weston Fire Department.
2. MINUTES OF PREVIOUS TOWN MEETINGS
Town Board Meeting – April 20, 2010: Chilsen/Wesenick M/S to approve the minutes of the April 20, 2010 Town of Weston Board meeting with one correction to the Chairman’s report— eliminating “Senate Bill” from AB260 Q/C.
Chilsen/Wesenick M/S to acknowledge receipt of the minutes of the April 27, 2010 Annual Meeting. Q/C.
Chilsen/Baumann M/S to acknowledge receipt of the minutes of the May 4, 2010 Planning Commission meeting. Q/C.
3. UNFINISHED BUSINESS: None
4. VISITORS: None
5. POLICE REPORT (Chief Sparks): Chief Sparks distributed the EMPD report for April to Board members. There has been a large increase in calls, many being thefts and burglaries to cars and garages. Two officers will be going through SWAT training. The D.C. Everest School District has committed to funding DARE materials.
6. FIRE REPORT (Steve Meilahn): The statistical report for April was distributed and will be included with the official minutes. There has been a dramatic increase in calls. They are currently running 100 runs per month. A regional FEMA grant has been received. Weston received $146,000.00, which includes upgrades for fire sirens.
7. NEW BUSINESS
a. Vouchers 3664-3683: Wesenick/Baumann M/S to approve vouchers 3664-3683. Q/C.
b. Acknowledgement of Resolution TW-10-02, Everest Metro Police Department Staffing Increase Responsibility: Discussion was held on the proposed resolution. Recommendation was made to add the date of December 2012 to the paragraph “BE IT FURTHER RESOLVED, that the Town of Weston will be a part of the EMPD as long as the state of Wisconsin does not cut their funding to municipalities by legislative action. Chilsen/Baumann M/S to approve Resolution TW-10-02 with the addition of “until December 2012” as discussed. Q/C
c. Subdivision Ordinance: A copy of proposed changes to the Subdivision Ordinance by the Planning Commission was distributed to Board Members. The Planning Commission will meet June 1 to finalize the ordinance.
8. COMMITTEE REPORTS
a. Public Works (Arnie Baumann): Supervisor Baumann recommended crack filling of the following roads: Gusman, Kersten, Roble, Maplewood, Wilderness and Fust Lane. Milt will ask Mark Thompson to write up a bid request. Bids for the TRIP project will be opened on June 10. Bids will be awarded at the June Town Board meeting. WPS will run power on Riverview Lane through the cul-de-sac. WPS has responded on the request to move the power poles on Skrzypchak Lane. WPS would charge a fee to move the poles. Chairman Olson has talked with Stan Budleski regarding the blacktopping on Clearview Lane. Stan has agreed to cut out, refill and re-blacktop the defective portions on Clearview Lane.
b. Public Safety (Robert Wesenick): Supervisor Wesenick talked with Scott Tatro about the siren on Fust Lane. The mechanism to stop the siren is defective.
c. Parks Committee (Walter John Chilsen): Supervisor Chilsen will talk with the Parks Committee regarding a contribution to the Vilas Machmueller Park. Concerns were brought up regarding the location of some of the Frisbee golf holes at Machmueller Park being located near the fence line on the north side, resulting in Frisbees being tossed on the adjacent property.

11. CHAIRMAN’S REPORT: The initial meeting for the Board of Review will be held on June 1, to be recessed until August 17. AB260 will be signed by the Governor on Wednesday.
