November 7, 2017
1. PLEDGE OF ALLEGIANCE/CALL TO ORDER
Chairman Milton Olson called the November 7, 2017 Joint Plan Commission/Town of Weston Board meeting to order at 6:00 pm. The Pledge of allegiance was recited. Supervisors present: Walter John Chilsen, Tom Salzman, Robert Wesenick and Arnie Baumann. Plan Commission Members present: Mark Hull, Renee Radcliffe and Randy Christiansen. Also present, Clerk/Treasurer Robin Huempfner
2. MINUTES OF PLAN COMMISSION MEETING
a. Approval of Plan Commission Minutes, October 3, 2017 Mark Hull/Chilsen M/S to Approve the minutes of the October 3, 2017 Joint Plan Commission with noted corrections from member Radcliffe. Q/C
3. UNFINISHED BUSINESS: None
4. VISITORS : We had about 25 visitors. There were no comments at this time.
5. PUBLIC HEARING – PLAN COMMISSION
(a) Jeff and Susan Upward, 2821 Townline Road, requesting a rezone from Rural Residential-2Acre (RR-2) to Single-Family Residential-Large Lot (SF-L), to allow for the construction of a garage within the confines of the setbacks of the SF-L zoning district. (T-REZN-10-17-1671). Jeff and Susan spoke as to why the rezone is needed for them to be able to replace their one car garage with a two car garage. Radcliffe/Christiansen M/S To recommend to the Town Board to approve the rezone. Q/C
6. PUBLIC HEARING – PLAN COMMISSION/TOWN BOARD
(a) Town of Weston Comprehensive Plan
Comprehensive Plan Volume 1 Conditions and Issues and Volume 2 Vision and Directions where presented.
There was one question at this time from Josh Konkol about ROW widths on the proposed Official Map. It was explained by Chairman Olson that these are only for proposed future expansion if it were to be developed.
Radcliffe questioned if we received an electronic copy of the plan for the use in future revisions. Chairman Olson responded that yes we do have those files.
Mark Hull/Renee Radcliffe M/S To Approve Resolution No. TW-2017-005: A resolution recommending an update to the 2005 Comprehensive Plan of the Town of Weston, Marathon, County, Wisconsin. Q/C
(b) Official Map
Official Map presented.
There is still concerns that the WOR widths shown on the map could still affect the current land owners.
Mark Hull/Tom Salzman M/S for the Recommendation to the Board on the
Adoption of the Updated Official Map for the Town. Approved 4 to 2 with
Radcliffe and Christiansen opposed.
7. NEW BUSINESS – TOWN BOARD
a. Ordinance No. TW-2017-003: An Ordinance to Approve the Rezoning of Land from RR-2 Rural Residential-2Acre to SF-L Single-Family Residential-Large Lot at 2821 Townline Road, Town of Weston, Marathon County, Wisconsin. Salzman/Wesenick M/S to approve Ordinance No TW-2017-003. Q/C
b. Resolution No. TW-2017-004: County Review Resolution for rezone request at 2821 Townline Road. Salzman/Wesenick M/S to approve Resolution No TW-2017-004. Q/C
c. Ordinance No. TW-2017-004: An Ordinance Adopting an Update to the 2005 Comprehensive Plan of the Town of Weston, Marathon County, Wisconsin. Wesenick/Salzman M/S to approve Ordinance No TW-2017-004. Q/C
d. Ordinance No. TW-2017-005: An Ordinance to Replace the Official Map of the Town of Weston, Marathon County, Wisconsin. Chilsen/Wesenick M/S to approve Ordinance No TW-2017-005. Q/C
8. OTHER BUSINESS AS AUTHORIZED BY LAW: None
